What would a constant humming/or whislting noise indicate on my 99 isuzu trooper?

It does not do it when I am in park with the vehicle running or under about 20 mph. But as soon as I go over that it starts to increase and is constant?? It sounds as if it is coming from the front left and right side, IDK?? Help Please
