Why can't I upload a profile picture?

I clicked on profile in pulse then hoovered over my profile pic, clicked "change picture" then just tried to uploading it. It keeps saying "uploading". I'm using my laptop and never had this problem before. Any suggestions? All it say's is "uploading" and it look like it's uploading but nothing is happening.
