Latin grammar question about prepostitions?

in latin, e/ ex means from, out of. e when the noun starts with a consonant, ex when it starts with a vowel. same with a and ab. if a word starts with the letter v, which is it? spelled like a consonant, pronounced like a vowel. (examples: ex vaccam or e vaccam? a villam or ab villam?)
