The "art of oratory": has it played a significant role in modern day politics?

If you look at a famous speech of the past, it is for addressing a crowd. It may involve shouting, using a lot of abstract nouns like 'glory' and 'victory.' This would be quite different from a presidential fireside chat where you address millions, but one-by-one.
