Who is Expert 7? Why does he keep getting top cont?

In the fishing section? I have never gotten an answer from him, I have never seen an answer from him and he has all of his stuff blocked... Why is he over taking everyone as top contributor in this section? I don't get it. Have any of you ever gotten any answers from him?
